If you do not have photoshop elements, for the blizzard layers you can probably make yourself. Do not make one layer and just copy and paste, though. It will more than likely not work.

is .gif the .gif animation file or is there a seperate one for .gif animation? Nice tutorial here, read to follow. Would this technique work for any falling object i.e. rain, blossoms, babies etc?
